Combine the finely chopped scallions and grated ginger in a heatproof bowl. In a small saucepan, heat the avocado oil until it just begins to smoke. Carefully pour the hot oil directly over the ginger and scallions—it will sizzle vigorously. Stir in the fish sauce and set aside.

Season the salmon belly strips with sea salt. Heat a dry cast-iron skillet over medium-high heat. Place the salmon belly skin-side down in the hot skillet. Cook for 4 to 5 minutes without moving, allowing the natural fats to render and the skin to become extremely crispy. Flip and cook for 1 to 2 minutes more, then transfer to a plate.
